The oxygen delivery thingy is the "regulator" and yes, you need a high flow of at LEAST 15 LPM. In the states I see them on Craigs List and E-Bay for as little as $20 each.

Post the pics in the general area, just start a new thread "met a CH'er" or something like that! Go down to the technical questions at the bottom of the board, they have a posting in there with detailed step by step instructions!
