I don't think they are the same thing. The stuff I have a script for is 4% lidocaine. I get my attacks on the left side,so I put a few drops in my left nostril,drip it back to the bridge. If it drips to far back,it tastes awful but helps freeze that part of the sinus area that gets "ice pick" and dull throb pains,especially right beforte an attack or in the shadows.
Good luck....again,the stuff I have is 4% topical lidocaine
