Hmm, this is an interesting point.

I always rated the CH for the intensity of the painlevel
before. Probably because this got more to me than the
duration. Time seems to stretch pretty much when I wake
up with a 9er (intensity according to KIP Scale).
Therefore it didn't matter to me so far (what is the
difference between eternity and eternity plus some minutes?)
When I did abort the attack with an injection, I was always
rather astonished that only 20 minutes had passed since
waking up with the 9er. It seemed it was hours ago.
Far worse it is, when I am hit outside my home.
Sitting in the restroom of a restaurant after an
injection and waiting for the Imigran to kick in
can take milleniums, because you can't scream, shout, insult
the demon or bang your head against the wall.

Oh, and the intensity of the attack builds up within minutes
after the eye starts getting red and teary.
It holds the painlevel from then on until it is
either aborted or the round is over.
So for me the KIP scale works fine regarding to
painlevel.
The duration doesn't concern me as much.
But maybe we should introduce a combination of the
Kip scale with a duration scale, so that we could rate
our attacks somewhat like 9K6B (B reffering to Bob Scale,
since you brought it up :) )
This would mean a painlevel 9 CH referring to the Kip Scale
for a duration of (for example) 30 Minutes on the
Bob Scale.
So everyone could get an impression of the severity of
the attack regarding to her/his favored criteria.

Just ONE cents worth today, I guess....
