This GP seems to deserve all bad names ever written on this board :(
Maybe you could try the legal approach. There must be in England too some paragraphs about omitted assistance or negligent or even deliberate bodily injury, and IMHO it is bodily injury to let somebody suffer from CH, for any reason whatever.
