My sense is that most of us would agree that a trigger is something which will produce an attack--when we are in an active cycle of CH--but, otherwise, the same event/substance won't bother us. This is true, for many folks, around alcohol: can drink until we're in a cycle and then have to avoid for the duration.

Right now my two main triggers--alcohol and general heating of my body during exercise--don't affect me. But they will both be carefully avoided when the next cycle begins.

From my reading, the medical literature does not define "triggers" as an event/substance which STARTS or PRODUCES a cycle.
