This link describes a project in the works to study the effect of psilocybin on OCD... obssessive compulsive disorder.
While not directly related to cluster headaches, it does at least indicate that research projects for investigating legitimate medical uses for psychoactive compounds are still possible (with a lot of effort) in the United States.
