Brian,
I myself had a cervical fusion done in 84 of the 5th and 6th vertebra. I still have the 4th that is bad and my 7th is degenerative. I have just seen a Doctor who know's his stuff. He diagnosed me as having CPH which is Chronic Paroxysmal Hemicrania. Predominantly it occurs in females, but that is not as to say can't be found in men. If the symptoms are the same as Clusters but you have more attacks, or the attack allows you to continue to work. The you do not have Clusters. That is what I was told by Dr. Kudrow a Headache specialist. He is having me do an MRI of the Cervical region of the neck to see if this is part of the reason I'm having these headaches 24 hours a day everyday. So Yes Neck problems can cause Headaches, if there Clusters only a doctor can tell you. If you can still work with these headaches then it's not Clusters, but maybe CPH.
