An American company comes up here and outbids a Canadian company. The American company has put nothing into Canada as far as taxes (back to your unemployment arguement  ). Does the American company get the contract? Of course they do, since their price is the best, regardless of whether or not they pay Canadian taxes.
But on the other hand if it is an American company that might be losing a contract...
It seems that you want your cake and want to eat it too.

After five years they (usually) slope off. Eg. "we have" brand new Coca Cola Co. every five years but owners are the same. It's the straightforward way to the extra-profit.
