I think he was saying that stress won't bring on the cluster but it may bring on the individual attack. If that was what he was saying, than I'd agree with it. However, I wouldn't agree that when in a cluster period it wouldn't bring on an attack. I just agree with the observation that it won't bring on a cycle.
